There's a world of difference between a common nicotine vaporizing device to a cannabis vaporizing device, or even a cannabidiol oil vaporizer. The substances themselves can vary in all kinds of ways, from manufactured watermelon-flavored 'vape juice' to raw cannabis. The nebulous description this article really doesn't tell us much at all. However given the recent surge in popularity of nicotine 'vape juice' and devices, my suspicions would start there.
