If you want to stay in a smaller city like Cincy, you might be better off trying to network into your target companies. The fact that you don't need to be lured there from someplace more exciting, and aren't going to leave in a couple years for greener pastures, should work in your favor.
I actually found my current employer by searching online for chemical companies in my area and cold-calling them. The place I ended up is very close to my house, but I had no idea it existed. There are probably some manufacturers with small R&D labs right under your nose.
