With respect to the NIH reviewing, I signed up for their Early Career Reviewer Program a couple of years ago. I haven't heard anything from them since. The NIH has never sent me a proposal to review. Given my personal experience, I'm not really inclined to take their complaints about finding people to volunteer as referees seriously.
